The NZ Transport Agency and our investment partners use the Business Case Approach (BCA) to guide our planning, investment and project development processes. This guidance is to help you understand the BCA and how to use it when developing business cases for investment through the National Land Transport Programme (NLTP).

How to use this guidance

Our BCA provides flexible building blocks, and once you are familiar with the principles and requirements you will be better able to adapt it to your particular situation and proposed investment. 

This guidance is designed to be used alongside online training modules developed by the Transport Agency, which are available to our partner organisations. Contact us to request access to the modules.

We’ve also compiled supporting information, such as frequently asked questions,  tools and templates that you can adapt, and a glossary of terms commonly used in the BCA.

When is the BCA required?

A business case is required, and the principles of the BCA must be followed for any investment requiring NLTP funding support.
