These reports are the result of the Road Efficiency Group’s (REG) annual assessment of each Road Controlling Authority's (RCA) One Network Road Classification (ONRC), related performance measure data plus asset management and decision support systems data.
Each report details the results for a RCA road network based on an evolving data quality framework of 63 metrics interrogating data for a range of data quality dimensions including completeness, accuracy and timeliness.
The 2017/18 data quality framework consists of 31 ONRC metrics and 32 asset management metrics.
The below figure provides an overview on how to read the results for each individual metric.
The 2014/15 and 2015/16 ONRC results are based on RAMM data within the NZ Transport Agency data warehouse. The crash results are based the snapshot loaded to the ONRC PMRT.
From 2016/17 onwards the ONRC results interrogate RCA RAMM data from the ONRC Performance Measure Reporting Tool (PMRT) which allowed additional metrics to be included that were previously excluded due to restrictions with the Transport Agency data warehouse. The 2017/18 asset management report also uses RCA renewal achievement information from the NZTA Transport Investment online.
Regrettably, we identified some issues with the 2017/18 RCA data quality results published mid-December 2019 and updated RCA reports were published early March 2019. The impact on the RCA result for each affected metric varies and is described in more detail in the REG newsletter – February 2019, and the ONRC and Asset Management metric change registers (see links below).
