Planning (consenting) considerations are integral, and often precursory, components in many NZ Transport Agency projects. 

To meet statutory requirements related to construction, operation and maintenance activities, the Transport Agency is required to gain various authorisations from those with regulatory responsibilities for the natural and built environments, culture and heritage and the conservation estate. These may include:

  • Resource consents
  • Designations and notice of requirements
  • DOC concessions
  • HNZ authorities
  • Wildlife permits.

Planning/consenting process requirements

The Consents and Approvals Group can provide specialist advice on statutory applications, pathways and processes, from project development through to maintenance and operation and can help ensure that:

  • Planning input is received early enough in the project investigations to avoid future backtracking/project delays due to consenting issues
  • Project consenting strategies align with the Agency’s wider objectives and protocols, adequately address project risks and are commensurate to the size of the job
  • All relevant environmental requirements/obligations are identified and adequately addressed
  • Consenting costs are reasonable and consents are gained in a timely fashion
  • Consent conditions are reviewed prior to formal issue and compliance requirements are reasonable, and don’t impose undue compliance costs or onerous reporting
  • Contractors understand and comply with consent compliance obligations
  • Full and formal consenting documentation is appropriately recorded for posterity.

If you are preparing consent applications or statutory approvals on behalf of the Transport Agency, it is important you understand who can sign applications, negotiate conditions or make other key decisions with respect to statutory approvals.
