National annual data quality results

The annual RCA results are combined to provide a national perspective on data quality performance which has informed the improvement and guidance programme.

The national results for ONRC and asset management in the two tables below are calculated based on the number of RCAs with a metric result within the expected standard range.

The results for each financial year reflect the framework of metrics reported at the time (R) and based on the latest metrics (L) for genuine comparability.

One Network Road Classification (ONRC) data quality results

The table below shows the annual ONRC data quality results for all Road Controlling Authorities (RCAs) at the end of each financial year:

At the end of 2018/19 there was 70% of all RCA ONRC metrics at the expected standard. There has been a steady improvement of 17% over four years and a 7% improvement since 2017/18.

There has been a step change of 13% improvement after 2016/17. This coincides with the opportunity RCAs had to ‘improve’ their data prior to a known data quality report being produced.

The increasing expected standard (grade 1) result is offset by a declining potential of major data issues (grade 3).

Asset management data quality results

The table below shows the annual asset management data quality results for all Road Controlling Authorities (RCAs) as reported at the end of each financial year:

At the end of 2018/19 there was 56% of all RCA ONRC metrics at the expected standard and there has been an 8% improvement since 2017/18.

While the latest 2018/19 data quality assessment has shown a favourable improvement in data quality, we are reminded there is considerably more work to be done by the sector to continually move towards the expected standard in time for councils’ 2021/31 activity management and long-term plans (LTPs).
